Since it's more difficult for a new writer to land an agent, (a good one that is) than a publisher, I'd advise concentrating one's efforts on the publishers. And most publishers accept unagented submissions, or at least, some of their imprints will.
Failing that, there's always their overseas offices who often do. That's how I got my first novel published. I couldn't get my foot in the door of the New York publisher I'd set my sights on, so I diversified and sent it to their New Zealand office instead.
We have to be resourceful and not allow ourselves to be boxed into just one route only. If I hadn't branched out when I did, I'd still be querying agents and not have a single title in print.
Once I was established, I signed up with an agent, but only for one line of stories that I write. I wasn't impressed by her performance. I then went with another one, with no better results.
I guess I just like to be in full control of my intellectual property. :-)

Lily, thanks for sharing a little about yourself. I had no idea you had published a novel! You have such ambition and I admire it.

Not so much ambition, Amy, as grim determination. Think the Energizer bunny. (LOL) Actually, I have a couple of dozen novels available from publishers right now. Some are ebooks, others are offered in print as well.

Lily, thank you for sharing :-) Those were great tips, I would never think of trying another office oversees.
Luckily now we have this e-publishing format. Not only easier to break through, but also sounds like more money;-)
