I am just going to put this out there... but perhaps you went too indepth in your posting, if this is what you are sendig out to agents, maybe they don't feel the NEED to read it because it is all there like a step by step manual?
IDK just a thought...

This is too much detail for a query. It's an in-depth synopsis. I'd suggest cutting it way down in size.

If I remember correctly, the ideal size for a query is 3-4 paragraphs... Short ones at at that. The first paragraph introduces you what the book genre is and asks that they read the next lines.
The next 2 should be a little about the book and the last should thank them for their time and request feed back if they have any.
Again I could be wrong but that is how I was taught to send a query.

It is missing who you are what the genre is and if you are published already or not. As well as what age range you are targeting.
There is a thread somewhere n here that has a sample query... I will have to read it again to see if your letter fits the specs. But what you have is well done! Not excessivly intresting to me but I'm not much into suspence/thriller types.

Based on the synopsis, i would categorize this novel as action/adventure/thriller. I would say anything involving spies and intelligence falls into the categories i mentioned.

The agent and publishing world seems, to me, to be a fun park. Thriller is the Roller Coaster Mystery is the Haunted House. Horror and Suspense I lump together, desperately needing a toilet, then finding one.
Action/Adventure is Walking there, then getting wet.
Maybe there is a future in this concept. Remember, you saw it here first!

Hi, if you don't mind, here are my thoughts:
I think this would be great for a back-cover synopsis, you know the one readers use to determine if they want to read the book?
But, and this may just be me, I was getting really confused by all the names. In the first one or two chapters you can slowly introduce each character, giving the reader time to get to know the character and develop some kind of relationship with him/her.
I also agree with another poster here that it is much too long for a query synopsis. And you really have to add how long the book is, what genre, what age group, etc.
As far as genre: Definitely Action/Thriller. ;D
