BC Hydro does not inspire confidence, so this shouldn't really surprise anyone. I feel sorry for that poor dog, what a frightening ordeal. 
I hope her owner sues. I find it interesting that this dog has the same name -- Abby -- as that little blind dog who was lost in Alaska.
